ADOPTION OF AMENDMENTS TO THE ALLGHENY COUNTY HEALTH DEPARTMENT RULES AND REGULATIONS, ARTICLE XXI, "AIR POLLUTION CONTROL" The Allegheny County Board of Health promulgated amendments to Article XXI, "Air Pollution Control," on March 6, County Council enacted the amendments on December 17, the County Chief Executive approved the same on December 27, and they became effective January 7, 2014. The amendments add a notification system for natural gas wells in unconventional formations. The new regulation places requirements on shale gas well operators to report to ACHD prior to the start of initial well site construction, drilling, hydraulic fracturing, and flaring.
