ALLEGHENY COUNTY AIRPORT AUTHORITY LETTERS-OF-INTEREST WITH CURRENT FORM SF330, FOR PROFESSIONAL ARCHITECTURAL SERVICES August 21, 2017 Letters-of-Interest with current Form SF330, for professional Architectural services, will be received at the office of Engineering of the Allegheny County Airport Authority (ACAA) until 3:00 PM on September 20, 2017, for the following: Architectural On-Call Services Separate contracts will be awarded for projects similar to the projects listed below; and exclude any future terminal modernization program work. Design responsibility will include but not be limited to the following as required: field survey; subsurface utility engineering/locating; environmental assessments; air spacing; geotechnical testing; surveying; preparation of bid documents to meet FAA, PADOT and ACAA requirements; construction budget estimates; and preparation of safety and phasing plans. Typical projects will include: 1. Building Rehabilitation, Replacement and Upgrade at PIT - Work consists of miscellaneous mechanical, electrical or structural repairs, roof replacement, caulking, sealing, painting, and security upgrade on the Landside and Airside Buildings, and miscellaneous buildings as required. 2. Building Rehabilitation, Replacement and Upgrade at AGC -Work consists of miscellaneous mechanical, electrical or structural repairs, roof replacement, caulking, sealing, painting, and security upgrade on the Main Terminal Buildings, and miscellaneous buildings as required. 3. Lease Building/Hangar Improvements at PIT and AGC - Several of the Airport lease facilities need either upgraded or reconfigured due to age or reuse requirements. If you are interested in providing any of the aforementioned services, consultants are encouraged to submit a Letter-of-Interest and current Form SF330, identifying specific interest for on-call services with emphasis on areas of competence. The ACAA encourages responses from small firms, minority and women's business firms, and firms that have not previously worked for the ACAA. The ACAA will only use Form SF330 to prequalify firms to be part of a most highly qualified shortlist to submit comprehensive proposals for this work. Comprehensive proposals will include the following as a minimum: Description of the project, project understanding, project team identification with resumes, approach to major tasks, schedule for achieving project objectives, techniques for cost control, and identification of Disadvantaged Business Enterprise Firms with description and quantity of work they will perform to meet FAA and ACAA DBE requirements. Note: Do not include company brochures and limit transmittal letters to no more than five typewritten pages. Final firm selection will be based on the following evaluation criteria: Sensitivity to ACAA requirements and project constraints; demonstrated interest in the project, organization, clarity, cohesiveness, quality and completeness of proposal/presentation; indicated ability to manage the project, produce required products, meet project schedule and control costs; demonstrated knowledge of FAA, PADOT, local and ACAA applicable standards and requirements; experience with economic analysis; value engineering, construction procedures and scheduling methods; and sensitivity to DBE goals, impacts to operations and other sensitive areas of construction management.
