INVITATION FOR BIDS (IFB) NOTICE IS HEREBY GIVEN that drawings, specifications and proposal forms for furnishing all labor and materials and construction services for the following project entitled: HVAC System for the FamilyLinks Agency's facility located at 401 N. Highland Avenue, Pittsburgh, PA to replace an existing system which is being removed. The Work includes a new Mechanical System and removal of old HVAC Units. The new system will include delivery and installation of new exterior and interior gas fired HVAC Units, new heat pump units, new VAV boxes, piping, ductwork, other required distribution elements and controls as defined by the Construction Documents. Construction Documents may be obtained at the offices of Brenenborg Brown Group, Architects/Planners located at 4018 Penn Avenue, Pittsburgh, PA 15224 from 9:00 AM to 4 PM, beginning October 15, 2015. This project requires a non-returnable fee of $50.00 (plus $7.00 postage & handling if mailing required) for copies of bid drawings and specifications. Bids will be publicly opened at 2 PM on October 29, 2015 at the Conference Room of Vintage (a FamilyLinks Facility) located at 421 N. Highland Ave., Pittsburgh. Bids must be on standard Proposal Forms in the manner described in bid documents in a sealed envelope, bearing the name and address of the Bidder on the outside, addressed to FamilyLinks and marked with the project name. Bids must be accompanied be a certified check upon a National or State bank, drawn and made payable without condition to FamilyLinks in an amount not less than five percent (5%) of the Bid, or a Bid Bond of not less than 5%, and be deliverable to the place and hour named. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No.442; Title VI and other applicable provisions of the Civil Rights Act of 1964, the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprises); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Business.
