Two grants are available to support nonprofit activities: Public Service and Neighborhood Economic Development. The Public Service grant can go towards a wide variety of qualified projects that serve people with low to moderate incomes. The Neighborhood Economic Development grant provides funding to community development corporations (CDCs) to engage in activities that support economic development and neighborhood planning. INVITATION TO BID ZELIENOPLE MUNICIPAL AIRPORT: PHASE I, REHABILITATE RUNWAY 17-35 ZELIENOPLE, PENNSYLVANIA The Zelienople Airport Authority requests sealed bids for the providing of all material and labor required for the completion of the project known as: Zelienople Municipal Airport: Phase 1, Rehabilitate Runway 17-35 (To Include Improvements to Design Standards) Bids shall be received at the office of the Airport Manager, C/O Pittsburgh Jet Center, Zelienople Municipal Airport, 1859 Route 588, Zelienople, PA 16063, until 1:00 PM EST, April 13, 2020. Bids so received shall be opened and read aloud in the Terminal Building Conference Area immediately thereafter. WILKINS TOWNSHIP TURTLE CREEK, PENNSYLVANIA MUNICIPAL AMPHITHEATER PROJECT REVISED BID DATE AND REQUIREMENTS ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Wilkins Township Municipal Amphitheater Project will be received by Wilkins Township, Allegheny County, until 11:00 AM local time on May 7, 2020, at which time the Bids received will be publicly opened and read. The Project consists of earthwork, concrete pads and foundation, rain garden and plantings, electrical service, and associated tasks necessary for the Wilkins Township Municipal Amphitheater Project. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit cost basis as indicated in the Bid Form. The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc., 200 West Kensinger Drive, Suite 400, Cranberry Township, PA 16066, 724-779-4777. Prospective Bidders may request electronic versions of the Bidding Documents by email request to kgiallonardo@hrg-inc.com. The prospective bidder will then be given a website address from which to download the documents. This is the only method available to receive the Bidding Documents. Sealed bids shall be accepted at the Township Office at 110 Peffer Road, Turtle Creek, Pennsylvania, 15145. Bids shall be delivered in a sealed envelope marked “Amphitheater Bid”. Bids received after the time noted above will not be opened. Attendance at the pre-bid conference is highly encouraged, but is not mandatory. The project will involve coordination with Township forces, which will be detailed at the meeting. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. The deadline for questions is 3:30 PM Thursday, April 30, 2020. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for the Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award.
